Biography

Dr. Lian Zhao (S99-M03-SM06-F24) received the Ph.D. degree from the Department of Electrical and Computer Engineering (ELCE), University of Waterloo, Canada, in 2002. She joined the Department of Electrical and Computer Engineering at Toronto Metropolitan University, Canada, in 2003. Her research interests are in the areas of wireless communications, resource management, mobile edge computing, machine learning for communications, and IoV networks.

She has been the founding Chair and Chapter Chair for IEEE Toronto Vehicular Technology Chapter since 2018 and received the Outstanding New Leader Award from IEEE Toronto Section in 2021. She started to serve as the Vice-Chair of IEEE Toronto Section in 2024. She has been an elected member for the Board of Governor (BoG) of IEEE Vehicular Technology Society since 2023. She is a Fellow of IEEE, a licensed Professional Engineer in the Province of Ontario.

She has been an IEEE Communication Society (ComSoc) and IEEE Vehicular Technology (VTS) Distinguished Lecturer (DL); received the Best Land Transportation Paper Award from IEEE Vehicular Technology Society in 2016, Top 15 Editor Award in 2016 for IEEE Transaction on Vehicular Technology. She has been serving as an Editor for IEEE Transactions on Wireless Communications, IEEE Internet of Things Journal, and IEEE Transactions on Vehicular Technology (2013-2021). She served as a General Chair for IEEE ComSoc Frontier Networking Symposium (FNS) 2023, co-Chair of Wireless Communication Symposium for IEEE Globecom 2020 and IEEE ICC 2018; Finance co-Chair for 2021 ICASSP; Local Arrangement Chair for IEEE VTC Fall 2017 and IEEE Infocom 2014; co-Chair of Communication Theory Symposium for IEEE Globecom 2013. She has severed as a panel expert in various federal, provincial, and international evaluation committees.
